In some regions, you are not able to edit the normal rate as found in Billings Touch -> Settings -> Rates & Units.
We are working on a bug fix which is slated for version 1.0.1.
There are 3 workarounds to this issue:
1) You can set the rate on each client.
2) You can change your phone region (in iPhone -> Settings -> General -> International) to Canada or the U.S., then set the normal rate in Billings Touch, then go back and change the region to your proper region.
3) You can set the rate in Billings Mac and sync
